Overview

Energy Infrastructure Development and Management Company (EIDMC), a public-sector company established to develop and manage energy infrastructure projects, is seeking qualified and experienced professionals for nine management positions.

Positions and Requirements

  1. Director (Procurement): Bachelor’s degree in Electrical, Civil or Mechanical Engineering, Supply Chain, or Business Administration from a recognized university. CIPS, CSCP or equivalent certification is preferred, along with PMP or CPIM and formal training or certification in public or donor-funded procurement rules. Requires at least 10 years of post-qualification procurement and contract-management experience; at least three years in the power sector is preferred. Maximum age: 50 years.
  2. Deputy Director (Project Planning & Business Strategy): Bachelor’s degree in Electrical, Civil or Mechanical Engineering, Business Administration, or Project Management. A master’s degree in Project Management or Business Administration with related professional certifications is preferred. Requires at least eight years of post-qualification project-management experience. Experience in project planning, contract administration, EPC contracts, PPPs and joint ventures is preferred. Maximum age: 45 years.
  3. Deputy Director (Project Finance & Budgeting): Bachelor’s degree comprising 16 years of education in Accounting, Finance or Commerce, or membership of a recognized professional accountancy body. A master’s degree in Finance or Accounting is preferred. Requires at least eight years of experience in financial accounting and budgeting, ERP, project financing, treasury, financial modelling, or financial reporting. Maximum age: 45 years.
  4. Deputy Director Civil: Bachelor’s degree comprising 16 years of education in Civil Engineering. A master’s degree in Civil or Structural Engineering, PMP certification, or NEBOSH/IOSH safety certification is preferred. Requires at least eight years of post-qualification experience in civil infrastructure projects. Experience in managing multi-contractor construction programmes and knowledge of construction standards, codes and specifications for energy infrastructure projects is preferred. Maximum age: 45 years.
  5. Deputy Director (HSE/ESG): Bachelor’s degree comprising 16 years of education in Environmental Engineering, Environmental Sciences, Civil Engineering, or Energy and Environmental Engineering. A master’s degree in Environmental Engineering, Environmental Management, or Occupational Health and Safety, or NEBOSH, ISO 45001 Lead Auditor, or ISO 14001 Environmental Management certification is preferred. Requires at least eight years of post-qualification HSE/ESG experience, preferably on energy infrastructure projects. Maximum age: 45 years.
  6. Deputy Director Quality & Technical Assurance: Bachelor’s degree comprising 16 years of education in Electrical, Civil, Mechanical, Electronics or Industrial Engineering, or Energy Management. A master’s degree in Engineering Management or Quality Management, ISO 9001 Lead Auditor certification, Certified Quality Engineer (CQE), or an equivalent qualification is preferred. Requires at least eight years of quality and technical-assurance experience, preferably in infrastructure, power, utility, oil, or industrial projects. Maximum age: 45 years.
  7. Deputy Director Project Delivery: Bachelor’s degree comprising 16 years of education in Electrical, Mechanical, Industrial or Civil Engineering. A master’s degree in Engineering Management or Project Management is preferred. Requires at least eight years of post-qualification experience in delivering large infrastructure projects. Preference applies to experience coordinating engineering design and procurement, EPC projects, construction and testing, commissioning and close-out activities, and reviewing technical specifications, drawings, method statements, work programmes, inspection and test plans, quality documentation, and contractor submissions. Maximum age: 45 years.
  8. Deputy Director (Legal): Bachelor of Laws (LLB) from a recognized university. A Master of Laws (LLM) in Corporate Law, Contract Law or a related specialization is preferred; accreditation in arbitration or dispute resolution is an added advantage. Requires at least eight years of relevant post-qualification experience in a reputable national or multinational organization. Experience in contract law, commercial law, public procurement, EPC contracts, or regulatory proceedings is preferred. Maximum age: 45 years.
  9. Deputy Director (Monitoring & Evaluation): Bachelor’s degree in Electrical, Civil or Mechanical Engineering. A master’s degree in Engineering or Business Administration is preferred. Requires at least eight years of post-qualification M&E experience. Experience developing and implementing M&E frameworks and preparing PC-III, PC-IV and PC-V documents is preferred. Maximum age: 45 years.

Remuneration and Tenure

  • A market-based compensation package will be determined through negotiations according to the candidate’s qualifications and experience.
  • Appointments will initially be for three (03) years from the date of appointment, including a three (3)-month probationary period.
  • Contracts may be extended subject to satisfactory performance and organizational need.

Important Conditions

Engineering candidates must be registered as Professional Engineers with the Pakistan Engineering Council. Engineering professionals working abroad who are not currently registered with PEC may apply, but selected candidates must obtain and submit valid PEC registration as a Professional Engineer within the stipulated period.

Government, semi-government and autonomous public-organization employees may apply through the proper channel with an NOC issued on their organization’s official letterhead. Applications must be complete in all respects, and EIDMC may request further documents or information. Only shortlisted candidates will be invited for tests or interviews and must present original documents at the interview. No TA/DA is admissible. EIDMC reserves the right to withhold or modify the recruitment process at any stage without assigning a reason.
