Overview
Sukkur IBA University invites eligible and experienced firms to submit electronic bids through EPADS (E-Pak Acquisition & Disposal System) on a Composite Schedule of Rates (CSR)/item-rate basis. Tender Proc/EPADS/0113 will follow the Single Stage Two Envelope procedure. Manual bids will not be considered.
Firms must hold the applicable registrations with the Pakistan Engineering Council (PEC), Income Tax, Sales Tax and Sindh Revenue Board. The university’s institutional banner reads “MERIT-QUALITY-EXCELLENCE.”

Mandatory Eligibility Criteria
- A valid PEC licence in category C-6 or above, with specialized codes CE-09 and CE-10 for Item 01 and CE-10 for Items 02 and 03.
- Valid registration with Income Tax and applicable Sales Tax authorities, together with Active Taxpayer Status.
- Average annual turnover shown in FBR tax returns for the last five years must be equal to or greater than the estimated cost of the work.
- An affidavit on non-judicial stamp paper declaring no litigation history, blacklisting, or involvement in corrupt, fraudulent or collusive practices. It must also confirm that the submitted information and documents are true and correct and acknowledge that action may be taken under applicable rules if anything is found to be bogus, fake, forged or counterfeit.
- The bidder must not have forfeited CDR or bid security with Sukkur IBA University.
Important Details
Conditional bids, bids without the required bid security, bids from blacklisted firms, and bids from firms unable to meet the eligibility criteria will be rejected. Bid validity is 90 days. Bidders must submit their best and final price because no negotiations are permitted.
Bid security must be provided in favour of Sukkur IBA University as a pay order, deposit at call, demand draft or bank guarantee. The procuring agency reserves the right to accept or reject any or all bids before acceptance in accordance with SPP Rules 2010 (Amended to date).
