National Highway Authority RFP for M-8 Hydrology Study Consultancy in Sindh-North Region

“SAY NO TO CORRUPTION”

Overview

The Government of Pakistan, Ministry of Communications, National Highway Authority (NHA), Sindh-North Region, Sukkur, has issued a request for proposals for the hiring of a consultant for short-term consultancy services for the Hydrology Study of M-8 (Ratodero–Qubo Saeed Khan) Section of Sindh-North Region.

NHA intends to hire or engage a consultant—an engineering organization or firm—on a short-term basis for this assignment.

Eligibility

Proposals are invited from reputable consultants, engineering organizations and firms that hold a valid Pakistan Engineering Council (PEC) registration certificate in the relevant field. Applicants must also be enlisted on the Federal Board of Revenue’s Active Taxpayer List. Detailed eligibility criteria are provided in the RFP documents.

RFP Documents and Fee

RFP documents can be downloaded free of cost from NHA’s website, www.nha.gov.pk, from October 13, 2026.

The documents may alternatively be purchased during working hours and working days from the office of the Director Maintenance (Sindh North), NHA, Airport Road, Sukkur. A written request on the firm’s letterhead must be accompanied by a pay order or demand draft for Rs.1000/- (Non-Refundable) in favor of the National Highway Authority.

Procurement Method and Submission

Procurement will follow the “Single Stage Two Envelopes” procedure. Complete proposals prepared according to the RFP instructions must be submitted in sealed envelopes by October 28, 2026 at 1130 Hours to:

The envelope must be clearly marked: “Hiring of Consultant for Hydrology Study of M-8 (Ratodero – Qubo Saeed Khan) Section of Sindh-North Region.”

Consultants must submit proposals strictly in accordance with the Instructions to Consultants (ITC), Data Sheet of ITC and RFP Notice. Proposals must be prepared in hard book-binding form to prevent the addition or removal of pages.

Proposal Opening

Technical Proposals will be opened on the same day at 1200 Hours. Financial Proposals of technically qualified firms will be opened after completion of the technical evaluation. Further details are available in the RFP.

Important Details

• Firms or consultants providing unsubstantiated or incorrect information may face legal action and/or disqualification.
• The Authority reserves the right to reject all proposals under PPRA Rules.
• All firms are advised to obtain EPADS (PPRA) registration immediately at www.eprocure.gov.pk, as hard-copy proposals will be eliminated in upcoming procurements.
